Promote the project pricing method of list measurement, market inquiry, independent quotation, and competitive pricing, and further improve the formation mechanism of the project cost market.


The "Plan" points out that the market must continue to play a decisive role in the allocation of resources, correctly handle the relationship between the government and the market, improve project measurement and pricing rules, improve the release mechanism of project pricing basis, strengthen the accumulation of project cost data, and strengthen construction unit cost control Responsibility, strict construction contract performance management and other measures.

The first is to improve engineering measurement and pricing rules. Insist on starting from the national conditions, drawing on international common practices, revising the engineering quantity calculation specifications, and unifying the division of engineering projects, characterization, measurement rules and calculation calibers. Revise the pricing specifications for the bill of quantities to unify the composition of the project costs and the pricing rules. Through the establishment of more scientific and reasonable measurement and pricing rules, the market inquiry and competitive negotiation capabilities of Chinese enterprises will be enhanced, the international competitiveness of enterprises will be enhanced, and enterprises will be promoted to "go global."

The second is to improve the release mechanism of engineering pricing basis. Accelerate the transformation of government functions, optimize budget estimates, the compilation and release of estimated indicators, and dynamic management, abolish the rule that the maximum bidding price is fixed according to the fixed price, and gradually stop the release of budget quotas. Build a market price information release platform, unify information release standards and rules, and encourage enterprises and institutions to release their own labor, material, and machinery market price information through the information platform for market players to choose. Strengthen the supervision of market price information release, and strictly enforce the main responsibility of information release units.


The third is to strengthen the accumulation of project cost data. Accelerate the establishment of a project cost database invested by state-owned funds, publish labor, materials, and project cost index indexes classified by region, project type, and building structure, and use information technology such as big data and artificial intelligence to provide a basis for budget estimates. Accelerate the promotion of general project contracting and whole-process engineering consulting, comprehensively use cost index and market price information, control design limits, construction standards, and contract prices to ensure effective use of project investment benefits.

The fourth is to strengthen the responsibility of construction units for cost control. Guide the construction unit to compile and determine the maximum bidding price based on the project cost database, cost index index and market price information, and in accordance with the relevant regulations of the current bidding and bidding, under the premise of meeting design requirements and ensuring project quality, give full play to the market competition mechanism and increase investment benefit.

The fifth is to strictly manage the performance of construction contracts. Strengthen the supervision of project construction contract performance and price payment, guide the contracting parties to carry out project payment and settlement in strict accordance with the contract, fully implement the construction process price settlement and payment, explore diversified ways and methods for settlement of project cost disputes, and further regulate the construction market Order to prevent corruption in the field of engineering construction and wage arrears for migrant workers.
